UNIOVI mainly presented through staff members of the Institute for Natural Resources and Spatial Planning INDUROT will be responsible for carrying out the corresponding project actions and regarding tasks. Staff members of the Department of Biology of UNIOVI are also involved in the project. The group of experts from UNIOVI has extensive experience in characterization and management of protected areas and species, environmental restoration, environmental planning instruments, urban and natural risk analysis. UNIOVI has been pioneer in the generation of map databases using digital devices and application of GIS and remote sensing for environmental management and planning. UNIOVI staff, associated to the Atlantic Botanic Garden of Gijón, has proven experience in seed banks and supports the development of plant biology projects. UNIOVI has developed the following projects: conservación in situ • Ex situ conservation of threatened plants in northern Spain. • Bases for tracking changes in the flora and vegetation as a result of climate change in the Picos de Europa National Park. • Conservation of threatened ferns through the implementation of remedial measures in Sierra Plana de la Borbolla (SCI). • BIOALPI. Monitoring high-mountain vegetation: Strategies for global change. • Germination Biology and conservation of peatland vascular plants of the Cantabrian coast • Characterization of the habitat types of Community interest present in Spain: plant taxa. • •Spanish Conservation of Plant diversity . • • Vegetation mapping Picos de Europa . Furthermore UNIOVI has a broad experience developing other projects funded by the European Union that are related to other issues like the Water Framework directive, ENSCONET, artisanal fishing, land management, heavy metals and natural hazards.

The department of Botany was created in 1980 aiming to study and conserve the flora biodiversity in the Basque Country and bordering territories. It works on, amongst other areas, the conservation of the ARAN herbarium and data base and the development of predictive models of ecological processes. All these experiences can be seen in several working lines, with a special emphasis on the collaboration with other national and international organizations. The following main working lines are currently being developed:

The participation of DGMCNCANT shows the willingness of the regional government to work on the conservation of the habitats and species included in this network and it will ease the process of obtaining permits in accordance with the Regional regulations and legislation.
The DGMCNCANT also has a solid background in developing dune restoration programs that support its suitability to take over the actions directly related to the restoration of littoral ecosystems. In practice, the DGMCNCANT has also played an important role in the dissemination of these activities with the participation of non-profit organizations in restoration works and campaigns for the eradication of invasive exotic species in dune habitats.

Regarding this project the DFG-GFA has competency in the following areas:

• Elaboration of management plans for endangered species in coordination with the Basque Government (regional administration) and District councils of Vizcaya and Alava.
• Implementation of management plans for species of flora and fauna listed in the catalogs of protection, within its territorial jurisdiction.
• Management of the SCIs in the Natura 2000 network in order to achieve the following objectives:
  • Drafting and implementation of documents and guidelines for land use and management of Protected Natural Sites, as well as elaboration of documents containing objetives and measures to be taken within the Natura 2000 network.
  • Preparing reports to provide information about the implementation of projects developed in the site
  • Issuing permits to carry out the activities included in the management plans of protected areas.
  • Ensuring compliance with conservation of protected areas and initiate disciplinary expedients, when applicable.

Its activities include the performance and implementation of landscape management and restoration of coastal areas, project management and monitoring. These tasks are basically aimed at regenerating coastal dune ecosystems in Spain, and providing advice to public bodies.

ECORAL has been managing the Dune Plant Nursey belonging to The General Directorate of Sustainability of the Coast and the Sea under the Ministry of agriculture, Nature and Food since 1997.

During these years, ECORAL has carried out a wide range of research activities in the production of dune species, such as Ammophila arenaria, Elymus farctus and Pancratium maritimum, which have allowed experts to obtain the maximum production with the minimum cost through innovative culture techniques. It has actually developed and enhanced plant culture up to 1 million annual plants.

In addition, some other research lines have also been developed:

• Implementation of organic farming techniques to the production of dune plants.
• Development of specific production techniques dune species considered endangered, vulnerable, etc.
• Inventory, diagnosis and action proposals in dune ecosystems of Spain
• Monitoring of the results obtained after the restoration works in dune ecosystems
• Inventory of invasive alien species of dune ecosystems and eradication techniques

ECORAL is member of the European Union for Coastal Conservation (EUCC), European Association set up in 1989 which comprises 750 members and organizations in 40 countries.

The DGSCM is responsible for:

• Definition of MTPD (Maritime Terrestrial Public Domain) by means of delimitation procedures and adoption of necessary measures aimed at guaranteeing the integrity and conservation of this area.
• Management of MTPD, particularly regarding the activities of occupancy and use, safe keeping and police forces.
• Protection and conservation of MTPD and the elements that are included in its field, in particular the sustainable adequacy of natural beaches, dune ecosystems and littoral waterlands.
• Drafting, execution and monitoring of projects.

DGSCM carries out all these tasks by means of the Regional Demarcations and Coastal Services that assumes all these competencies in every province, promoting the conservation and care of the MTPD under its jurisdiction.
Since 1989, DGSCM has carried out a large number of restoration actions in dune ecosystems and has promoted knowledge dissemination and the development of awareness campaigns for both technicians and general public, focused on the importance and fragility of dune ecosystems. A national Inventory including all dune ecosystems has been elaborated in the last 5 years. This report includes valuable information on the precise location, length, elevation, surface area, infrastructure elements, vegetation, geomorphology, degree of perturbation and dynamic processes that are affecting the dune shape.
DGSCM is also in charge of the production of nursery plants that are used in dune restoration programs all around the Spanish shoreline within the MTPD. To achieve this objective, DGSCM has its own dune plant nursery and it is able to produce about 1 million structural plants per year.
