LOS SISTEMAS DUNARES EN LA COSTA CANTÁBRICA
Los sistemas dunares y las playas son escasos en la costa cantábrica, caracterizada por un perfil abrupto en el que predominan los acantilados. Estos ecosistemas presentan normalmente un escaso grado de desarrollo en nuestro litoral, fenómeno que se ve agravado por una elevada presión de origen antrópico, especialmente severa durante la época estival.
Estos factores, unidos a la fragilidad de un ecosistema que en su morfogénesis y evolución se caracterizan por un gran dinamismo, explican la necesidad de adoptar medidas que aseguren su estado de conservación en niveles aceptables, toda vez que muchos de estos ecosistemas se encuentran incluidos en espacios protegidos dentro de la Red Natura 2000 formando parte integrante de Lugares de Interés Comunitario (LICs) sujetos a protección por la legislación europea, nacional y autonómica.
El principal resultado de la alteración de los sistemas dunares por la actividad humana y fenómenos destructivos como riadas y tormentas es la pérdida de biodiversidad. Las poblaciones silvestres y las especies características de estos hábitats se han perdido, disminuido o alterado. Como consecuencia, muchas de estas especies se han incluido en listas rojas, catálogos de flora amenazada autonómicos, catálogo nacional o en los anexos de la Directiva Hábitats como medida para proteger estas especies y los hábitats en los que aparecen.

LOS PROYECTOS LIFE
El programa LIFE es el instrumento financiero de la Unión Europea para el desarrollo de acciones sobre el medio ambiente y el clima. El objetivo general del programa LIFE es contribuir a la implementación, actualización y desarrollo de normativas y políticas comunes sobre el clima y el medio ambiente, mediante la cofinanciación de proyectos que proporcionen valor añadido a la UE.
El programa LIFE comenzó en 1992 y hasta la fecha se han completado 4 fases dentro del mismo (LIFE I:1992-1995, LIFE II:1996-1999, LIFE III: 2000-2006 y LIFE+: 2007-2013). En este tiempo, LIFE ha cofinanciado 4171 proyectos, lo que supone una contribución de cerca de 3,1 K millones de euros a la protección del clima y el medio ambiente.
